Remember, Riot promised us Tribunal and it has since been on "Maintenance" Status. I wouldn't hold my breath if I were you.

Addressing your concerns about the Tribunal, they first worked on developing different behavioral and reform systems that would function off of the data that the Tribunal would work to provide. Since the Tribunal went down for maintenance, Riot has developed and rolled out systems such as Instant Feedback, improved LeaverBuster, and Intentional Feeder Detection. With those systems in a good place and with Dynamic Queue development being wrapped up, Riot can now go into adding the final touches to the Tribunal development.
