The AP item changes don't solve the CDR problem, but they don't make it any worse.
currently makes it so that everybody has 20% CDR, and has to pick up two more 10% CDR items to cap it.
Next patch,
will bring you to 20% CDR, and you'll have to pick up two more 10% CDR items to cap it.
Half the CDR on those 3 items is unique, so you can't just buy two and cap yourself.
The changes might cause problems, but CDR isn't any worse of an issue.
The balance team is a meme at this point.
Aside from Ryze, who's going to want to buy all those mana items? They all only give 10% CDR outside of the shared passive so you lose value from that, and you lose value from mana that you don't need. I'm pretty sure the idea here is that they don't expect people to want to buy all those items in the same game on the same champ.
mages can run out of mana if they spam though .
CDR with the same named passive so that increased cost they're giving them makes it even more clunky

Well, players sure do love URF (and seem to have a hard time re-adjusting to having cooldowns after URF bringing whenever they can).
Better yet, they're changing accessibility to CDR on mages, of all classes, which are really the only class which it's acceptable to be spammy...
not to mention 6 years ago, they were the class with the easiest access to CDR, and now they're probably going to be the class with the least...

Add more damage! Add more flat stats to tank items! Reduce ADC itemisation costs even more! Give more items CDR! Make mana even less of a resource!
Well, I think I just balanced the game.
I only keep up with this game because of lore now. The balance and gameplay seem too far gone, and I've completely given up on them.
Honestly at this point mages don't really have a choice but to have CDR mandatory in their kits, ADCs outdps them hard already, removing CDR at the current state of balance would require Riot to buff every mage to compensate, and you can't expect them to even do that properly because they can't even balance Zoe.
No one has ever said "too spammy" ever.
