Tahm or Poppy buffs nescessary?

In Poppys case im aware that she offers a lot of Utility but ever since she got the triple hit with the (nerf) Hammer she seems underperforming.
Especially her E range cut has limited her strength quite a lot.

In Tahms case it was that people could not accept a "support" doing dmg when going top lane while his Kit let him allow both sup and top. Same with poppy, I can see his Kit might be overbearing but thats no Reason to Keep him at the lower part of the champion sucess roaster.
