I think Riot should have pro players write a weekly column/tips such as tips on when to complete what objective, etc.
This came about because in a lot of games (stuck playing in Bronze and I'm Silver) my team decides the best time to baron is when their whole team is up. I almost always decline this request (unless they are pushed back in their base or we have wards), but my team will still choose to do it anyways and then throw.
This would not resolve the issue of people doing Baron at the wrong time. The most visibility you can get from such guides is from Youtubers and known streamers, and Riot does not even need to push this content in any way; there is already a platform to publicise it.
Other than explaining calmly what will happen if your team does Baron as this moment in time and why this is the better choice, you cannot do any more. Also, people tend to listen more if you have a high k/d ratio, even if you give bad advice.
In other words, it's like IRL, you need leadership skills to make yourself heard. Good luck!
