Self Mystery Gift broken?

NOTE: This was deleted for some reason... I originally had it in skins, where it should be, since skins are what you get from mystery gifts but ok whatever..

For example: When self mystery gifting was available (a month back or so) if I bought Udyr and only udyr on my account, then I mystery gifted myself (up to 3 times since he has only 3 skins), then I would get his Spirit Guard Udyr 1/3 chance. Is it that broken? Or is there a limit saying you have to own 16 champs?
