Riot being vague?

I could be wrong but does anyone else notice that when it comes to any sort of future ideas let alone ideas for player behavior moderation riot always sorta gives the "we're working on it" reply to a lot of things? I mean The last time I heard anything in depth on how they work on improving player behavior was from an interview from 2013 and that was it.
