Will some of Sivir's legacy skins be made available in honor of her relaunch? Specifically, Spectacular Sivir is now AMAZING, and I'd love to have the chance to purchase it

Chances are it might happen, since they're already curbing limited editions skins by releasing them.

It might be awhile though, if at all.

I believe it was early 2013, because that was when I bought it.
