HAHA! I got it! I went to the wallpaper section of the site and found the image url for a random wallpaper, then substituted the name of the pool party splash in instead. So:
Pool Party News Update Image URL: http://beta.na.leagueoflegends.com/sites/default/files/styles/wide_medium/public/upload/pool_party_banner.jpg?itok=s38xajzs
Shyvana Wallpaper: http://beta.na.leagueoflegends.com/sites/default/files/upload/art/riven_v_shyvana_1920x1080.jpg
Substituting "/art/riven_v_shyvana_1920x1080.jpg" for "pool_party_banner.jpg?itoks38xajzs" gives us me the wallpaper I wanted:
http://beta.na.leagueoflegends.com/sites/default/files/upload/pool_party_banner.jpg?itok=s38xajzs
In theory, this should apply to any art or image on the site that you might want to make a wallpaper out of. Sweet!
