New RAF date?

I was just curious if anyone new anything about when the new refer a friend program would be launched? I've been pretty excited for it to happen (you know, because 1k ip for each friend up to 5 can be a lot at once) but I was unable to find any information through my own efforts. Anyone heard anything about its progress?
