I'm not sure if I'm missing something, but why can't you edit rune pages while in champ select? You can edit masteries.....

Riot's never let you adjust runes in champ select despite the thousands of times people have brought it up and they have yet to provide an explanation for not allowing it
While I have theories, I'll only state the fact that there is hardly enough time to manage both Runes and Masteries in Champ Select.
The players that pick early have a lot of time, but it gets progressively tighter and more unfair to the rest, especially when they know what they want and don't take long locking in.
The solution to this, imo, should not be to let us manage Runes in Champ Select, but to give us more pages by default so that we don't have to.
