it's possible I'm missing it but I looked all over and could not find any sort of wishlist. I certainly don't check what is on sale with any regularity, wouldn't it be useful to have a function where it gives you an alert when something goes on sale? like how steam does

I thought of this soon after I joined like, what - oh my god, really? - 2 years or so ago? Anyway, I kept meaning to suggest it and it just became one of those millions of things you intend to do but just never get around to. Nice to see someone else bringing this up! It's a win win situation: • Makes it easier for summoners to take note of things they want (there's a lot to keep track of) • Makes the guessing game easier (or removes guesses all together) for friends to gift • Like other game platforms, notifications can be sent to summoners to let them know a wanted item is on sale, or available • Riot Games gets more sales
I would assume the wishlist would be viewable either on or through a friend's profile (linking to a page in the store). Maybe even a little tag or highlight next to items in the store that are on friends' wishlists ("this item is on blah-blah-blah's wishlist"), but if you have a lot of friends, that might get crazy-cluttered right quick. Possibly having it as a view option would be good.
Seriously, come on Riot, let's make this a thing!
