I understand how the Normal Draft is mostly meant for practicing stuffs....
...but isn't the incoming Sandbox mode suppose to fill that specific purpose? Or else If not, the Sandbox was never needed at all.

the extra training you can do with a mechanically unfamiliar champion so you can enter the Rift with more confidence.
