It can't be that hard to try and fix the servers with a flip of a switch.

..It's not that easy, turning it off and on again would possibly cause MORE bugs/glitches to happen with more players who are online right now, and it makes it more difficult for riot to find out the problem to FIX it and not just blow it off and so it could possibly happen again. Plus online players would get pissed.
