I've checked out Urgot's & Sion's wiki page of their abilities, and it turns out both their Q, which deals a complete physical damage, still applies the spell vamp procs.
Can anyone explain this logic here? Reds are appreciated too.

That. Spell vamp is based on it being a "spell" not it's damage type.
Note there are some exceptions with the mechanics with a few champs though.
