Well you can't tell what other acc is his/her. But I agree malicious intended trolling should be punished. (I can tolerate those dances and got caught scenario as long as it don't happen all freaking game.)

They can be - if the offense is bad enough. Riot has access to a frankly ridiculous amount of data about every account, and using that to isolate smurfs is more a matter of "how long will it take us to sift through this mess?" than of "can we figure it out?"

The only way they could do that is by tracking credit card #s. For profit business who want to stay in business probably shouldn't prevent paying customers from giving them money if they want to be in business beyond the next 6 months. You whiny, over-sensitive cry babies won't have a game to play, or at least it won't be free-to-play, for long if you don't HTFU.
