what if rito made it so that when you make your account it asks you your birthday, and on that day you get bonus ip and rp (as in when you would buy rp or win ip), and it notifies your friends so they can gift you crap.

The point of RP is that League is a free game. There's no reason to give people free RP when that's their main source of income.
