What are some champions that you build full tank and can still do alot of damage

Im trying to find a champion with a passive or an ability that allows them to build full tank and still do a good amount of damage. Im thinking about how singed's passive gives him heath per mana. But instead of mana maybe an ability that scales off your health. I was also thinking about vlad but im not sure how well a full health vlad would do. Anyways thanks for reading and any suggestions you guys come up with.
