I don't know if it's just me, but only having a small handful of 450 champions makes it hard for me to really want to play the game.
Most of them I don't find fun, either because I find their kits boring or they're junglers, and I don't like jungling at all.
450 champs are designed to be more "simple" to teach new players basics.
Why are you trying to only play 450?
Fun is what you make of it. Junglers also aren't limited to only jungle. WW can be successful top (some took him support). Yi top/mid used to be a thing. Nunu... can be played sololane or support.... Garen is considered fun by some. Once you get tanky enough to just run through teams you can tear up. Still simplistic but it works. Poppy has an interesting kit and can be played at many levels. Can also be played support or jungle. Kaye is an amazing hypercarry. If you learn to farm you can just shred towers.
Really it is how you define fun. Do you need to win? Do you need something else? Idk.
kayle is my favorite low cost champ because you can bring her anywhere.
Ashe is actually quite fun and she's basically free. As for other ones.. There are a few 3150 IP champs that I find fun, such as Katarina, Lux, Akali, and Shen.
