I started leveling a new account. Shouldn't I be getting a "First Win" mission?

IIRC, there's supposed to be a mission that replaces the First Win of the Day bonus, that helps with leveling.

The new account I'm leveling is level 3 so far and doesn't have any missions yet. Unless I need to hit a certain level before missions start appearing.

Also, it feels a bit lame that I've currently earned zero essence, having only been handed free Ashe and Garen for leveling up.
