Pumping Dmg into a champions Kit may make him strong but not solve underlying gameplay issues

Just because she hits hard, it wont solve the problems of her, being immobile, kiteable and having no way to engage into a teamfight, without CC from her allies. Her tentacles spawned by her E and her Ultimate are way to easy to ignore, simply walking out of them and they will most likely never hit you. Tentacles need higher Attack-Speed and attack the vessel more often.
