those who refuse to report people for true toxicity

Are the ones who need to be banned most i'm not saying the guys who say shit like "you suck why would you blah blah blah" or call people r%%%%%ed that's only offensive if you care what they say or think being r%%%%%ed is bad that's being rude not toxic. The people i'm talking about are the ones who use racial slurs,homophobic comments,and encourage suicide over you choosing a champion who they don't like and even worse are the ones who do that then blame other people saying they said it. If you are in the game with these people and see them say this shit it does not matter if you muted them it does not matter about your personal opinion on reporting if you refuse to report them you are worse then them because your letting the next person who wants to do what they want deal with this.
