Are RP and Cosmetics Able to Be Transferred Off of a Banned Account?

Disclaimer: I am not banned, nor have I ever received a punishment. Hell, I've only been reported once from what I know.

I was just wondering if Riot allowed a person to transfer RP/Cosmetics (skins etc) to a new account like they allow transferring your old name. I realize that once you buy RP/Skins it is not your property and is covered by Riot terms and so on, but I just wondered if this was a thing that's able to be done. Thanks to anyone who can give an answer.

nope. if your account gets banned, you lose everything.

like they allow transferring your old name.

They let you transfer your old name 2.5 years, but at that point it's up for grabs by anyone. It's not like you have dibs on it. - https://support.riotgames.com/hc/en-us/articles/201751914

Content cannot be transferred from one account to another [except in specific circumstances for EU/NA account merges.] (still not for suspended accounts, though.)
