With the out of the blue Shen nerfs in PBE right now, who has only 48% winrate & 5% playrate which is LESS than Riven does, what's your context on this?

BEcause the only people playing Riven, are people GOOD with Riven.
The problem is that Shen is not a feed or famine type of champion. Due to his ultimate, he is useful at every stage of the game even when he's doing poorly. He's one of those champs like Urgot where you can't really balance him properly as he will always be either overbearingly strong or just "ok". 48% win rate is only 2% away from 50%, that's not terrible. His lower win rate is a lot better than him dominating every game like he's been seen to do in the past and I'm pretty sure that's what Riot is trying to keep under control.
