Question about the Singed Support

Can anyone tell me how much of his ban was because of him 'stealing farm' from his jungler? Basically, I'm wondering if 'stealing farm' is reportable. Is it reportable if people are stealing farm from their support by preventing them from procing item 3302 by constantly killing the wave in front of them when they have full stacks. As this DOES set the Support behind as well.

It isn't about him stealing farm, however intentionally stealing farm is technically reportable. It probably wouldn't hold much weight unless Riot can see that you are doing it intentionally and they receive several reports of you doing it intentionally in different matches.

There's a lot of information going around atm. I've heard enemy, ally, lane farm, etc. So who knows.
