Question about the Singed Support

Can anyone tell me how much of his ban was because of him 'stealing farm' from his jungler? Basically, I'm wondering if 'stealing farm' is reportable. Is it reportable if people are stealing farm from their support by preventing them from procing by constantly killing the wave in front of them when they have full stacks. As this DOES set the Support behind as well.
