But then this persistent HASAGI son of a bitch starts spamming his Q at my face every time I wanted to grab a minion kill under my own turret:

And before you respond me with this "you should've let your jungler & mid to gank him", this is assuming they're busy to do so.

This post seems to imply that he isnt still. Sure for not for mid mages anymore but hes a top laner now

? He can be played mid, bot or top dude, there's no rule saying he can only be in one lane...
