No. It's only on the PBE right now to test the Rotating Queue. Just because it's on PBE doesn't mean it's first in line.
And considering next week is April (I'm assuming testing for Rotating Queue will be done by then), that means Rotating Queue will go Live on Friday or Saturday. Which means URF. :D
Note: you don't release an "URF" Kench skin on April Fool's if you aren't having URF around that time.
Which means if Riot releases the URF Kench on April Fool's (they will because it's an April Fool's skin), they will have to release URF mode because it would be illogical to have an URF skin come out without the URF mode. If they had named the Tahm Kench skin something other that "Urf" I would have believed in their little trick.
They will release URF on March 32nd instead of April 1st. :D
