Exclusive Loading Screens?

So... Can someone tell me what Exclusive loading screens means? I bought the alpha strike bundle but can't play league (bought it with at the libary) because my Internets down until roughly friday. Is this something that will get activated after the 15th? LOL, sorry if it sounds stupid but what are these exclusive loading screens I payed for?

But borders will stay with you, its exclusive in the sense that after today it will not be available to buy anymore. the skins themselves will be here, but the borders wont be!
