Ashe won't crit

So I have played Ashe a few times now. And you know how she is supposed to criical hit with every strike? Well she's not. Against minions and champions she won't crit half the time. Go ahead and take Ashe to bots and watch her damage. No crit splash and way less damage on half her hits.

Ashe crits to targets that she applied her passive (Frost Shots) on. You can apply passive through AA, W, and R.

When you AA a target that doesn't have the Frost Shots, then your attacks won't crit.
