So I noticed today while browsing the store that the vast majority of champions have no merchandise. I feel like everyone should at least have a figure, I would gladly pay $75 to have figures for Ivern, Fiddlesticks, and Yorick.

Take a look at this set by Funko: https://cdn.shopify.com/s/files/1/0552/1401/products/11038_StevenUniverse_PSH_GLAM_HiRes_1024x1024.jpg There are at least 8 figures in this collection that are not excessively popular and would definitely not sell beyond average. Some might not even hit average.
Yet because these are characters in the series that flesh out the main, popular characters, here they are. In fact, characters of this nature (that aren't so common in merch) are considerably more rare and valuable to collectors simply because they aren't created as merch often. In this set, a good deal of these "not so popular" characters are actually the rarer ones - for instance, Lapis Lazuli, the blue girl, is 2/24 rarity, while Steven himself is like 4/24 rarity. But then there's the really obscure and not-as-popular characters like Watermelon Steven and Onion (the kid with the scarf and weird head) who are 1/24 rarity. So even though characters might not be big hitters, they can still sell a set and increase their popularity as merchandise for simply not having a lot of merchandise of them.
The same will hold true for League merchandise. Characters like Leona, Ahri, and Yasuo will always sell. But so will characters like Urgot, Galio, and Sion, who may not be uber popular, but the sheer fact that there will be only limited amounts of merchandise for these characters ever will cause their mains and fans to snatch them up, and will also cause the most die-hard collectors to seek them out to fill their rosters. So collecting isn't just about popularity alone, you'd be surprised what kinds of elements determine how well something will sell.

They could put them out in waves like Funko does, once demand is up for a rarer figure they make some more. Or just make a few thousand for each champion, we know they have enough money.
