I think everyone should get a cigar except Graves, and when I say everyone, I mean EVERYONE. Every minion, every monster, every champion model and splash, every critter summoned (i.e. Yorick's mist walkers, or Malzahar's Voidlings), and everyone summoned by ultimates. Can you imagine how hilarious that would be?
EDIT: As far as I know, no one wanted to censor the cigar, Riot just thought they might. Plus McCree has a cigar in all regions so it shouldn't be an issue.
Why stop there? Cigars for the towers, champion skillshots, mastery emotes, the deer in the background, every individual plant, and even the health bars.

Another good one would be a inverse mode that swaps AD and AP scaling, but it's not on any patch notes or description, it's just like that for 1 day (of course ranked would be disable).
