Is Championship Zed Available Right Now?

So I got Zed recently and he's super fun so i'm looking to get a skin, i don't really like shockblade Zed and I heard Project: Zed makes you look like a bronze noob

Even though I am a bronze noob I was wondering if Championship Zed was still available for purchase, thanks!
