Tobacco use is considered a subject deemed to be needed censored by regulations (not determined by Riot) while alcohol use is not. So the according to the legal stuff Riot had to agree to to make the game, cigars need censored, drinking does not. I don't know why, but that's how it works. There is a post about this somewhere, but I don't have the link.

Tobacco products are treated differently than alcohol containing ones, both legally and in public opinion. If you don't like that, that's fine, but Riot has nothing to do with those realities and you shouldn't be whining like a child about it.
