What happened to Staff of Flowing Water?

was added on to the PBE and even made it to live servers, but isn't actually buy-able in game. I was just wondering if this was just a mistake with the preseason patch or something or if it is intended to actually be available, but was just forgotten about. It just seems weird as all the Black Market Brawlers items (other than Deadman's Plate of course) were removed from the store except for Staff of Flowing Water which was added on the PBE.
