He's going to be unlocked soon, with plenty of time to play before the 10th. Also, if you played his rework in a matchmade game before he was disabled then you've already earned it (as long as you also own him before the deadline).
As mentioned, he'll be available again in Patch 5.15. That said, in order to obtain Captain Gangplank, you'll need to play a matchmade game and own Gangplank before the event ends on August 10th.
Do people not read things before posting threads? The number of threads on this exact thing is incredible.
