He's going to be unlocked soon, with plenty of time to play before the 10th. Also, if you played his rework in a matchmade game before he was disabled then you've already earned it (as long as you also own him before the deadline).

Do ARAMS count? that's the only matchmade gameode I've played him in since his rework.

Anything where you enter a queue to get matched with other players is "matchmade". Customs don't count, but ARAM will. Unless you make a custom ARAM XD

As mentioned, he'll be available again in Patch 5.15. That said, in order to obtain Captain Gangplank, you'll need to play a matchmade game and own Gangplank before the event ends on August 10th.
