My friend wanted to get to level 25 to get to team builder so he bought an xp boost and i agreed to play with him to get him the two level's and now that the sever's are down for 4-6 hours does that xp boost still tick down or what happens with that?
I'd make a support ticket. They'll probably adjust the xp boost, refresh it, or refund for your friend.

As Nasreth said, submitting a support ticket is the best bet.
If the boost is based off wins, nothing will happen during the downtime. However, if it's timed, it would continue to keep ticking.
