Can confirm. Had a Quinn against me as a melee champ I can't remember. Probably was Nasus? She could've harassed me out of lane by herself, no jungler help required, but she just sat and hit minions and me occasionally.

Love Nasus because of that. If you lose lane early against somebody that counters you, chances are they won't keep up the pressure and just let you free farm.
