Veigar's passive does, however. Landing abilities onto enemy champions as Veigar gives AP. Hence, having a spammable Q would give him a lot of AP. especially if he was using it on enemy champs

Elaborating on what OtterlyLost said, just so there's no more confusion for anyone involved:

--Veigar's Passive (Phenomenal Evil Power) gives him AP for both hitting and killing enemy Champions with any of his abilities.

--Veigar's Q (Baleful Strike) gives him AP for killing minions, monsters, decoys, and Champions with Baleful Strike specifically.

Giving him Karthus's Q would take away his ability to stack AP from minions, but he could still get it from hitting enemy Champions. So he would stack ass-tons of AP from spamming the Karthus Q on enemies, rather than from farming.
