It's a joke based on the fact that that's the IP number nearly everyone has that allows them to access and configure their modems and routers. everyone who maintains the internet in their own home knows this number since it effects your ports, plug and play status, firewall, encryption, various wireless modes and even settings like limiting internet access for certain computers connected to the network between windows of time (child shut off mode essentialy) just to name a few.

the three big ones are 192.168.0.1, 192.168.1.1, and 192.168.1.2

there are like 2 others but i cant remember what the conditions are that make it something other than the 3.
