It can depend on if you meant: Well fuck! I'm screwed! Players, Moderaters, even RIOTERS curse like this IN GAME and don't get banned. Context KINDA matters in a sense to some degree.

If you say something insulting to the enemy jungler and kinda directly meant to be ABOUT them (even if they can't see it) then yeah that would be reportable. First one is not reportable.
