i havent had the issue of just feeling straight cheated by a jungler just face rolling me because he controlled drag .. granted having junglers who dont control the dragon pit have been pretty sad.. but its not some jungler coming out of the tree line and killing everything living anymore. it feels like a strat game now. and less face smash game. not to say i was wishing for this day.. http://i.imgur.com/Qjybp6A.gif
you dont need to have devourer to control dragon
i routinely solo dragon as sejuani, gragas, and jarvan4 with just cinderhulk and some pots and a pink obviously

Except when you get the scrub yi's that don't realize it and they just do shit the whole game lol
It just so happens that the early solo dragon champs benefit a lot from devorer... not the other way around
Dragon control is actually pretty independent of either junglers performance, that's why it can be frustrating that the enemy jungler can get easy early dragons if any lane under-performs. Now that devourer is disabled these dragons aren't insurmountable if you can rally in the mid-late game.
And I can't wait to have fun again once Devourer get's re-enabled.
I have to admit though, I felt a little dirty not ganking at all while the enemy team was snowballing out of control, but suddenly I leave the jungle 
and melt everything in sight and proceed to singlehandedly carry the game. But then again i'm a very experienced Yi player so that might play some factor in it.
