I actually figured out how it works. Every single champion in the game (yes, even Leona) will receive a bloodmoon skin before Diana. And when they finished that, Diana will get an ultimate bloodmoon skin and become the queen of the whole skin line.
Ultimate Bloodmoon Diana confirmed for the year 2492, you are welcome.

As figured the more popular champion "Jhin" gets a skin before the less popular "Illaoi" even though he was released after Meanwhile Zac still only has 2 skins
The Blood Moon skins are confirmed in the new teaser. The skins are Diana, Jhin, Talon, and Twisted Fate. So no more poor Diana!
I still refuse to believe that isn't somehow a weapon for Diana. They wouldn't do that to us again.

I would love a new high quality skin for Diana. Infernal Diana last year, was nice, but if she hadn't won the Fire vs. Ice vote, she probably wouldn't have gotten a skin at all and it would have been 3 years since her last skin.
If Diana doesn't get a blood moon skin this year, I really hope that she gets something nice. A definitely not Diana skin for April Fools day would be kind of cool. Personally, I'd love a more modern silver and indigo Diana skin.
Wouldn't a blood moon skin be redundant though?
