He is gankable. I was in skype with my roomie who refused to gank him even before he got ult. I was syndra and tossing his turrets out of lane... still wouldn't. Dinger has given jungle mains ptsd...

Hiemerdinger lanes are scary to gank. Like... our mid laner can rot in hell for all I care. Nope. Nope. Nope. NOPE! One turret= 16.6666666667 shades of NOPE. I'll chill in the bushes while they go die to Hiemerdinger, THEN run in and hold the lane (taxing all to hell due to their stupidity)

With WW if you can ult to suppress him and your mid can combo him, that will crush him, but you better flash in and ult in one swift and lethal motion.
Zac isnt so bad, as long as I can stun him with E, and have ult and can ult him toward mid, you can "die" on the gank to his ult and reform with passive.
It more important to crush Heim in lane than have your passive. Also Zac can come in and wreck the turrets with all his AoE attacks while hurting Heim.
You really need to CC him, sustain damage dealer ganks are a bad idea, especially without hard CC.
Once Heim moves out of laning phase... I make sure to punish him, he better be glued to his team cause I WILL come and tear him a new one to make up for the limited ganks during laning.
How to counterpick Heimerdinger: 
I still think the best counter is Malzahar
