Shoulda used the Ultra Ball. Or, y'know, Mean Look and pray he doesn't trigger the Roar Glitch. Ash isn't exactly the best trainer.

It's actually semi-canon (never stated, but pretty much accepted by fans) that Pikachu resets to level 5 each time he goes to a new region, so without watching the anime up to that point, it'd be hard for me to gauge what level he was at the time. I'm guessing between 40-60 because he's standing up to an Entei.
