The Ruined King
Their ultimate creates a zone in which enemies receive consistent damage (healing The Ruined King for a percentage of damage dealt), applying a gradually increasing attack speed and movement speed slow which rapidly decays when enemies leave the zone. In addition, these bonuses apply to enemy towers, disabling the tower for 3 seconds at the end of it's duration.
Sadly, that's probably too similar to a combination of Hecarim's Spirit of Dread and Nasus' Wither.
