Dynamic Queue has only ever been the ability to take 1-5 people together in a Ranked game. It's the name for a feature new to Ranked that has always existed for Normals.
The New Champion Select is picking primary/secondary roles, pick intent, bans distributed to three different people on the team, etc.
The two are very separate features that were released at the same time. If you mix up the names you'll confuse a lot of people on the boards or be very confused yourself. There are many people who dislike Dynamic Queue but love New Champion Select.

Thunderspam1 votesI know your feel man, I had a 1 : 49 : 00ish minute match yesterday with a team who was fantastic vs a team who was equally amazing. Feels so good to finally finish it and joke around about how good and bad everyone was in the aftergame chat log. I got roasted for playing 
that match, but aside from that it was fantastic :)
