This Item has been reworked 3 times already, in terms of items that's a lot of change.

And even before that it was called Stark's Fervor, and gave an attack speed aura for allies while reducing armor of nearby enemies. One more iteration to the count. Damn, now I feel old for remembering that.

I thought item 1416 was the ryze of items.

meanwhile, the item that should be the Ryze in item form, item 3056 , remains untouched outside of build path (and as a result, passives and base stats)

More like the Taric of items reworked once for being too strong then reworked for being unpopular to being useless versus anyone who reads patch notes.
