Actually riot does not technically own that sound effect.

Nunubots laugh is a generic sound effect created by typing ha ha ha ha ha ha ha into one of the older Text-to-Speech programs.

I imagine this commercial literally did exactly that, I highly doubt they would actually think "Oh yes, lets steal a robot laugh from this video game for our toilet commercial! WELL BE RICH!"
