Rito's runes system

Rito trolled me with this

I thought I could start changing my runes at level 1; nope. Then i thought that when I hit level 5 I could change them. Nope, I could only change presets. Then. at level 8 I thought I could change them, but I was wrong. I could only change keystone. Then level 13 came around and I was thinking i could FINALLY change them. I could not. I could only change my primary runes. Hopefully it's going to be level 15, but I anticipate getting trolled.
