Trolls never get banned

I was playing Zoe in a ranked game and my bot lane fed like 8 kills to the opposing bot lane (which was fine i wasnt really worried), but then the caitlyn decided "hey, you know what would be a really stupid way for me to ruin this perfectly fine game for no reason? If i threatened the morgana that if she didnt leave my lane and go mid that i would go mid." and thats what she did. She told morg that if morg didnt leave bot and go mid that she (cait) would go mid, which she did. So off she went trolling me mid and taking my cs, so when Katarina went in on her, i let her die. She then just altogether went AFK and i was tbh pretty relieved cause a 4v5 was so much easier to win then having the toxic and trolling cait in the game. She then like a minute returned, went bot, died, and flamed the morgana. The morgana, having had enough of the cait ( which i guess i cant blame her for) disconnected, which made cait disconnect like a second later. So then it was a 3v5, but deciding she hadnt been awful enough of a person reconnected and went into all chat and played the victim to rack up reports on the morg and keep the enemies from reporting her. We forfeited which pissed me off cause i lost lp for no reason and then in post game this absolute jackass keeps asking for reports on morg.

I reported her and left the post game super pissed cause she was smart and didnt tell anyone kys or use any slurs or anything and thats the only way she gets punished in all reality. Its still super upsetting to know that someone says one word or phrase and thats a 2 week ban and this cait not only loses me lp but also ruins the entire fun of the game and shes not even gonna get ANY sort of punishment. Idk why i even bother to report people for anything other than hate speech but hopefully riot defies the 100:1 odds and actually punishes this game ruining cait.
