He does well up there. He's oppressive and borderline OP. The only reason he doesn't get nerfed is because so few people play him that no one finds him worth banning. Hence Riot seems to think his win rate should be really high because "only people that main him play him".

Which is utter BS.

Heimer: 20/16/17/13/29 for <5/ <15 / <50 / <125 / >125 games played. Jinx: 8 / 13 / 31 / 25 / 19

Yet they had no problem nerfing Jinx a few times. Plenty of other champions with people playing them with lots of experience - but those champs are more popular.
